Lync 2010 Server Control Panel returns that error "Insufficient access rights to perform the operation" when attempting a move user or enable user command

My solution:

1. Run the Lync Server Control Panel or Management Shell as Administrator to perform "move" or "enable user" operation

2. Checking off the inheritable permissions box in the AD security tab
